Trust Communities To Take the Lead

The Independent Commission on Neighbourhoods (ICON) was launched in 2024 to review the current state of neighbourhoods across England. It wrote a Paper called ‘Delivering Neighbourhood Renewal: Proposals for Change’ to make a strong case to Government for rethinking how it could support low-income neighbourhoods. The Commission invited Community Organisers to respond to this.

This publication is our collective response to the proposals in the Paper. We have listened to our network to understand what they think about the proposals put forward. The sixteen organisers who have contributed to this paper have many decades of experience between them organising in low-income communities around Britain.
